If you are looking to purchase a property, before you start planning to go viewing, my advice is, check your CPF ordinary account, bank account and get a banker to give you IPA (In-Principle Approval) for a loan to establish the comfortable purchase price.

From 1/1/2018, HDB buyers are advised to complete “intend to buy” and obtain HLE approval before searching for flat to buy, you may use your Singpass to login to the Resale portal.

If you need to offload existing property to save ABSD (Additional Buyer Stamp Duty) or to have the CPF refund and cash proceed to pay for the new purchase, then, I would advise you to work on selling your existing property first. In today's market, purchasing is easy, selling will take some time, you should not be pressured to sell your property cheap because you already made a purchase and need to sell it urgently.
